Project list - explanatory notes

The Project list discloses new projects which have reached an advanced stage in the discussions on possible EIB involvement. The list includes projects which have been introduced to the EIB for financing from the beginning of 2001.

What is meant by the term ‘project'?
Capital investment projects for which EIB financing is sought. The Bank is a complementary source of financing for large and small-scale investment projects contributing to EU policy objectives in all sectors of the economy. For further information, please consult Project appraisal.

Which projects are included in the list?
Projects introduced to the EIB for financing as from the beginning of the year 2001 from both the public and private sectors. The list is being built up as work progresses on project identification and appraisal.

At what stage of the project cycle do projects appear in the list?
Projects will be introduced before the EIB Board of Director's approval, the precise timing depending on progress with loan preparation and the views of the promoter. After signature of the loan contract, the project is kept on the list for six months.

Which projects are not included in the list?
All projects are included in the list unless the project promoter (or other business partners where appropriate) oppose inclusion on justified grounds of commercial/market confidentiality.

What type of information will not be disclosed?
At the request of the project promoter, certain information may be excluded, for instance contract details. In addition, the Bank will not disclose financial data on promoters, borrowers, and co-financing institutions, as well as its own internal analysis and comments on such data, industrial processes and market information.

At what point is a project approved?
Inclusion of projects in the list does not commit the Bank to financing the investment. Financing approvals by the Board of Directors are translated into loans only with signature of a finance contract, which includes the technical description of the investment financed. Disbursements follow contract signature, according to the needs of project implementation and subject to fulfilment of all relevant pre-disbursement conditions.

Is the data on the project list subject to change?
Before financing approval by the Board of Directors, and before loan signature, projects are under appraisal and negotiation, and therefore data provided on the Project List is indicative. For instance, reference to EIB finance and total cost of a project are for expected maximum amounts. Should the final amount differ, this information will be entered into the list after loan signature.

Who should I address if I have specific questions about individual projects?
Any correspondence on projects should be addressed to the Bank's Information and Communications Department. The Department will deal with such correspondence in accordance with the Code of Good Administrative Behaviour of EIB Staff and the Bank's Rules on Public Access to Documents.

How often is the list updated?
The list is regularly updated, subject to the availability of new data, on at least a monthly basis. Six months after signature of the loan contract, the project is removed from the list.
