Finanzierung einer neuen Hochgeschwindigkeits-Eisenbahnstrecke im Baskenland, die das spanische Eisenbahnnetz mit der französischen Grenze verbindet (vorrangiges TEN-V-Projekt). Die Strecke wird in zwei Abschnitte von jeweils rund 90 km unterteilt: Vitoria-Bilbao und Bergara-San Sebastián-französische Grenze.
Ziele
Die Eisenbahnstrecke wird zum künftigen europäischen Kernnetz gehören (derzeit vorrangige Verkehrsachse Nr. 3 " Eisenbahn-Hochgeschwindigkeitsachse Südwesteuropa") und die Kontinuität der Verbindungen zwischen Portugal, Spanien, Frankreich und dem übrigen Europa gewährleisten.
Das Projekt fällt unter Anhang I der Richtlinie 85/337/EWG, geändert durch die Richtlinien 97/11/EG und 2003/35/EG, so dass eine Umweltverträglichkeitsprüfung (UVP) zwingend vorgeschrieben ist. Die Einhaltung der nationalen und der EU-Umweltvorschriften sowie mögliche Auswirkungen auf das Natura-2000-Netz werden im Rahmen der Projektprüfung überprüft werden. Die Projektplanung erfolgte vor dem Inkrafttreten der SUP-Richtlinie 2001/42/EG.
Auftragsvergabe
Die Bank wird vom Projektträger verlangen sicherzustellen, dass die Aufträge für die Durchführung des Projekts gemäß den einschlägigen EU-Vorschriften (Richtlinie 2004/18/EWG oder 2004/17/EWG und Richtlinie 2007/66/EG) vergeben und gegebenenfalls im Amtsblatt der EU veröffentlicht werden.
