The EIB Group promotes Corporate Responsibility through its mission and activities in the service of the European Union, through the way it implements these and through its internal management.
First step – finding out if a project meets the eligibility criteria
To find out whether a project is eligible the Promoter should first consult the technical eligibility checklist. If the promoter needs further guidance on determining whether a project is eligible he may contact the Independent Energy Expert.
Second step – selecting a bank participating in the Facility
Only projects which will be financed by a bank participating in the Facility could benefit from the grants. The promoter should therefore contact one or several participating banks which would inform the promoter if and at what terms they could finance the project. Subsequently, following the local procurement procedures (if such procedures apply), the promoter would select a participating bank to finance the project.
Third step – Project Plan preparation
Once the project has been defined as eligible and a partner bank in Bulgaria has been selected to finance it, the IEE, together with the promoter, prepares a so called “Project plan” which will outline the objectives of the project, confirm its eligibility, and in general justify the use of funding from the KIDSF mainly by describing the targeted project benefits.
Fourth step – project implementation
Project implementation should follow the objectives and recommendations set forth in the Project Plan and should in principle not take more than three years. Fifth step – project completion and payment of KIDS F grants After the implementation of each project the IEE will validate the results against the Project Plan. Based on IEE’s positive validation the grant money from the KIDS F (up to 20% of the EIB loan amount) will be made available. Technically, the KIDS Fund grant will be credited to the promoter by reducing his outstanding loan with the respective participating bank.
