SESSION I:

The Run-up to Accession

  • Prospects for completion of accession negotiations;
  • Investment needs in infrastructure sectors and possible sources of finance (EU funds, loans);
  • Attracting foreign direct investment;
  • Joining EMU, and implications for public budgets and public investment;
  • Prospects for stability on the Eastern and South-Eastern borders of an enlarged Europe.

SESSION II:

Investing in Progress

Sub-Session 1: Regional Development and Infrastructure

  • Priority sectors in the coming years (transport, environment, etc.);
  • Contributing to regionally balanced development;
  • Past experience with financing infrastructure (sound planning, bureaucracy, etc);
  • Available EU Funds, long-term loans, regional resources, potential for public-private partnerships.

Sub-Session 2: Foreign Direct Investment

Experience gained in the various countries of the region with respect to:

  • legal framework and law enforcement;
  • bureaucracy;
  • tax regimes;
  • quality of labour force;
  • access to finance.
