Professional career:

His professional career spans four main areas:

  • Banking:
    • Member of the Board and Executive Director of Caixa Geral de Depósitos (2004-2006);
    • Chairman of the Board of Directors of Caixa Geral de Aposentações (2004-2006);
    • Chairman of the Board of Directors of Banco Nacional Ultramarino S.A, Macau (2004-2006);
    • President of Banco Caixa Geral (Spain) (2004 - 2006);
    • Member of the Board of Directors of Unibanco Holdings, S.A., Brazil (2005);
    • Member of the Board of Directors of SIBS (2004);
    • General Manager of Millennium bcp, in charge of the International Department (2000-2004) and Institutional Custody Department (2001-2004);
    • Member of the Board of Directors of EBA – Euro Banking Association (2001-2003);
    • Member (in a personal capacity) of the Portuguese “High Council for the Reform of the Financial System” (1988-1992). This High Council has presented the “White Paper on the Financial System”, which formed the basis for the comprehensive reform of the legal framework of the Portuguese financial system.
  • European integration:
    • Coordinator of the Economic and Financial Affairs Department in the Portuguese Permanent Representation to the European Community (EU) from 1986 to 1992, in particular: Spokesman of the Portuguese delegation in the negotiations of the structural funds and financial perspectives for the I and II Delors Reforming Packages; Chairman of the European Council working groups negotiating and approving the Single Financial Market directives during Portugal’s first presidency of the EU; Member of the Portuguese delegation negotiating the European Monetary Union and the Maastricht Treaty; and Member of the Portuguese delegations participating in the European Council meetings held between 1986 and the end of 1999;
    • Member of the EU’s Economic Policy Committee (1986-1992);
    • Head of Cabinet of the Portuguese European Commissioner (1993-1999), with direct involvement in the formulation and adoption of proposals in the fields of audiovisual policy (1993- 1994) and EU development cooperation policy (1994-1999), and active participation in the preparatory work related with the Commission’s collegial decision-making process in all relevant areas of competence.
  • Economic research:
    • Head of the Research Department on the Portuguese Economy at the Banco Português do Atlântico (1981-1985), at the time the main Portuguese commercial bank. Before (between 1978 and 1981) he had been economist in the same department.
  • University:
    • Visiting Professor at the University of Aveiro (since 2007);
    • Chairman of the Consultative Council at the School of Economics and Management of the Portuguese Catholic University (Oporto branch) (since 2007);
    • Member of the Consultative Council at the Faculty of Economics of Oporto (since 2005);
    • Professor on post-graduate European Studies at the European Studies Centre of the Human Sciences Faculty of the Portuguese Catholic University (Oporto branch) from 1986 to 2000;
    • Member of one of the national commissions responsible for evaluating the university management schools 2003);
    • Member of the commission charged of launching the new School of Economics of the Portuguese Catholic University (Oporto branch);
    • Lecturer at the Faculty of Economics of the Oporto’s University (1973-1986), where he has lectured History of Economic Thought (1974-1985) and has conducted seminars on Applied Macroeconomics (1981-1985).

Education:

  • In 1973, he obtained his degree in Economics at the Faculty of Economics of the Oporto’s University and, at this occasion, has been awarded with the prize for the best student.
  • He carried out research and post-graduate studies at Paris 1 University (Sorbonne) (1981-1982) and attended INSEAD’s Senior Management Programme (1998).
  • He was distinguished by the President of the Portuguese Republic with the honour of “Grande Oficial da Ordem do Infante D. Henrique”.

Other:

  • Has also been a non-executive member of the Board of Directors of the National Statistical Institute (1990-1992);
  • Member of the Board of ELO (Portuguese Association for Economic Development and Cooperation (from 2000 to September 2006) and Vice-President of the European Manufuture High Level Group (2005-2006), a platform working on the future of manufacturing in the European Union, in conjunction with the European Commission’s Research Directorate.
