The EIB finances capital investment projects contributing to EU policy objectives, in all sectors of the economy. A project can be submitted to the Bank by potential promoters, such as private or public companies, by commercial banks, public authorities, international or national development finance institutions. An initial appraisal verifies whether the project meets the Bank's fundamental financing criteria.
If the project is deemed eligible for financing an approval process is initiated. An EIB multidisciplinary team undertakes a detailed project assessment from the technical, economic, environmental, social and financial points of view. The EIB's Management Committee examines the financing proposal. It then passes it on to the Board of Directors for decision. Each project is also referred by the EIB to the Member State concerned and the European Commission for their opinions. These opinions are a precondition for the signing of the finance contract.
